Fraud Investigations

Mr. Quinn’s financial and legal background has proven exceptionally valuable in his investigation practice.  Whereas many attorneys need the assistance of CPAs when the matter concerns financial or accounting issues, as a CPA and a Certified Fraud Examiner, he is uniquely qualified for such engagements.  His experience in investigations began in the early ‘80’s when he was an internal auditor for one of the largest government contractors and was frequently called upon whenever allegations of fraud or misconduct arose.  His involvement in fraudulent investigations has continued ever since.  He continues to focus on complex financial fraud, most recently representing a C-level executive in a FCPA matter that involved both the SEC and the Department of Justice.

Having been both an external and internal auditor as well as a CFO, he also has significant experience with evaluating internal controls within organizations, as well as fraud prevention.


Select Fraud Engagements

  • Represented the former President of the Chinese division of a large international pharmaceutical corporation being investigated for FCPA allegations by both the DOJ and the SEC.  Matter resolved favorably with no criminal charges nor civil penalties of any kind against Mr. Quinn’s client.
  • Counsels corporate clients regarding internal financial and compliance investigations especially those involving complex accounting issues.
  • Investigated the billing practices of a government contractor in response to allegations of fraudulent invoicing of the federal government through employee reimbursable expenses.  Mr. Quinn conducted interviews of current and former employees, reconciled employee expense reports and expense transactions included in invoices to accounting data.  Mr. Quinn reviewed overhead allocations as impacted by various questioned expenses and compared with rates permitted by contract.
  • Assisted in an internal investigation initiated by whistleblower allegations involving a major defense contractor. Mr. Quinn reviewed financial records and conducted interviews of company personnel in analyzing and determining the veracity of the allegations made.
